> Project Summary
Safir will create an innovative paradigm in interface combining Voice & Graphics.
The Safir project will give each citizen and special user groups an equal opportunity to access and modify at any time interactively existing up to date e-government information thru easy devices as TV , wired and wireless devices (GSM/PDA), from anywhere by usage of own voice in his daily language:
Imagine the citizen at anytime everywhere simply speaking to his TV or PDA to request and fill egov forms and transactions
The objectives are:
Offer easy transaction access to both PC illiterate citizens and special users like police, fire brigades, governmental employees (surveyors and other field employees in charge of recording facility assets modifications) while on the move. eg: permit forms, adequate field reaction to hazards, anonymous e-payment
Establish the techniques and procedures to have up to date data to be used by the citizens and the special users,
Enhancing data modeling and voice domains thru ontology and semantic in a multilingual enlarged Europe.
These will be enriched thru Pilots eg :
Mobile voice data capture to solve governmental database reliability, security and other citizens concerns,
Integration of e-Learning modules for better dissemination and usage,
the needed e-Work process redesigns.
The results will be:
A SAFIR Software development Kit and Architecture for auto adaptive easy to use multimodal interfaces,
SAFIR applications and application oriented SDK's
Methodologies and procedures to allow specific classes of workers ( civil protection, public order and safety , regions, deciders ) to increase the quality of data and services for people,
Early adopters for pan European deployment.

The consortium gathers technological world leaders, innovators in their respective domains and local representative users which tasks are to develop the user friendliness of this new paradigm. Safir uses a strong management structure addressing all information flow issues, catalyzing cross-fertilization while handling both the financial and operational aspects with close monitoring of goals and deadlines.

The Safir project goal is to create a new paradigm in combining Voice, Natural language and Graphics user interface .
The project will first integrate in one SAFIR Software Development Kit (SDK) different :

On the Fly user voice natural interface for existing e-Government content
Bi-directional communication between IRC & Set Top Box
Spatial Ontology Mediator
with more traditional layers innovative by their combination with supra :
Cross-language term substitution engine
Routing Translation Engine
E-Government smart card mask for voice interaction
And other needed components :
Voice Synthesis
Authentication techniques
IRC
STB and Residential gateways
This SAFIR exploitable SDK will within the SAFIR project be used to create application oriented software development kits selected to be innovation with high exploitation potential and societal impact for more targeted user populations :
Safir 4 Police : bring the back office in the street
Safir 4 Fire : allow field, cross lingual voice access to GIS data and Chemical data
Safir 4 Chemical : allow voice access to material safety data bases and E&HS multilingual
Safir 4 Civil Protection : allow to voice control individual GPS to locate and coordinate crews
Safir 2 Governmental field employees : allow field voice update of governmental assets data
Safir 4 Citizens : allow the multimodal (Voice & Graphics) citizen access to governmental repositories through the television, STB & residential gateways and other mobile devices.
Finally the SAFIR project is organized to provide early adaptors and implementation success stories and work methodologies to initiate the dissemination.

The more detailed objectives of the SAFIR project are :
to allow easy access (by easy devices : wired and wireless devices (like the PDA/GSM Telephones), Televisions, Intelligent Remote Controls and also PC) by individuals and special groups of individuals to existing governmental contents (databases).
to develop the technique and methodology to allow for an easy maintenance and update of this governmental content by users with special missions and permissions.
The proposal can be summarized as offering eGovernmental content access to "anyone, anywhere, on any device, at any time".
