IBM Germany is the European Center of Competence for Set Top Box and Residential Gateway Solutions and will extend these solutions with open-standards based, multimodal and replicable e-Government applications, to enable the domestic and worldwide dissemination of the SAFIR solution.
IBM Czech Republic, Voice Technologies and Systems group will develop new adaptive and multilingual version of the Embedded ViaVoice speech recognition engine and port it to different platforms. It is targeting mobile and embedded devices with limited resources CPU and small footprint.
IBM Belgium will perform the Administration Management of the project and the Financial Coordination. IBM Belgium is contractually the Project Coordinator of SAFIR

A chipcard is accepted as a light-weight, but powerful, device that can not only store a lot of data, but also can provide a high level of security for data transfers or transactions. STMicroelectronics is putting its extensive know-how in the area of smart card systems and solutions at the disposal of the SAFIR consortium to research the requirements and develop the software needed to port multiple biometric data on a smart card and allow secure authentication of cardholders that want to access e-government databases. ST will base this solution on its Proton Prisma smart card technology.

Being part of the Joint Research Centre (JRC) of the European Commission, the Institute for Environment and Sustainability (IES) provides scientific and technical support to EU policies for the protection of the environment contributing to a sustainable development in Europe. Among other tasks, the IES is responsible to define new methods to promote harmonized collection, handling, assessment and dissemination of spatial data, to set-up a European Spatial Data Infrastructure and to provide support to national civil protection activities, in particular for weather driven natural hazards. This justifies the high interest of the JRC in the SAFIR results. The foreseen new technologies and new services could significantly modernize civil protection practices, improve the coordination in cross border areas (through common multi-lingual platforms) and increase citizens' security within the enlarged European Union.

Chamber of Commerce and Industry Vratsa

The CCI Vratsa will be involved in developing a questionnaire regarding the Bulgarian perception on the e-government/e-work/e-business concept in the country and particularly in Vratsa region. It has to make a synthesis of the needs/opportunities evaluation in the above-mentioned fields of activities. Being an organization with a large number of members the Chamber will organize events (such as meetings, seminars, conferences, etc) to promote the new conception of exchanges and work and its quick adaptation. As a project partner who is a part of a number of Europe-wide networks it will also have a specific role in the project dissemination to federate other chamber of commerce support in whole Europe.

NBT AD will participate in organization and coordination of the pilot partners selection process. The contribution of the CIRB will be to put his technical expertise in Telematics Developpement and GIS into the Safir Project. Indeed, the CIRB owns UrbIS, which is the GIS database of the Brussels Region. The interest of the CIRB in the Safir project is to have new ways of completing the UrbIS towards voice interface to facilitate its use by the publics agents.

The University Twente is working already for a couple of years in the field of speech enabled man-machine communication, spoken dialogues and spoken document retrieval. The specific role of the university in the Safir project is consultancy, input of its academic knowledge about speech, language and dialogue technology and its academic network.
